Street Trading Policy 2019 - 2024

The current Street Trading Policy has been in place since 2010. The content now requires updating to take into account any legislative and best practice guidance. Simplification of the application and consultation processes are being proposed to support and promote local events.

Street Cafe Policy 2019 - 2024

The current Street Café policy has been in place for a number of years and requires an update of the contents, a refresh of the wording and a proposal to simplify the guidance and application procedures for applicants.

Film Classification Policy 2019

The Council, as the Licensing Authority, is responsible for authorising the public exhibition of films. This policy is being introduced to set out the formal procedure for the Licensing Authority to classify previously unclassified films and to reclassify where the British Board of Film Classification has an appeal against a classification.

Proposed New Conservation Area in Churchill

North Somerset Council is working closely with the residents of Churchill and the Parish Council to propose a new Conservation Area in Churchill, with the supporting Appraisal and Management Plan. A public consultation meeting is being held relating to the proposed new conservation area in Churchill on: 3rd October 2019 2pm until 7pm Community Club, Ladymead Lane, Churchill, BS25 5NH This e-consult has also been set up to allow people who are interested in commenting on the proposal but cannot make the meet give us their views.

Consultation on School Funding Arrangements for the 2020-21 Financial Year

This 'Fair Funding' consultation is to ask you what you think about the North Somerset Strategic Schools Forum plans for how the 'minor national funding arrangements' will be introduced in North Somerset. It will mainly be of interest to school heads, heads of governors and bursars at schools, though anyone is welcome to take part. Taking part does require you to read and understand the consultation document. If you are answering on behalf of an organisation (e.g. a school) we require a single official response from your organisation. We will publish a list of which organisations have taken part but will not attribute any responses to any named organisations. So, once you have read that document, please let us know your views about the recommendations and how they can be implemented using this online questionnaire, before 6pm on 27 November 2019. Local Council Tax Support (LCTS) is a means-tested discount to help people on low incomes pay their Council Tax. We are considering changing our Local Council Tax Support scheme to provide additional support and alleviate financial pressures on low income families.

Have your say on our Local Area SEND Strategy

Over the past year we have worked with parent, carers and young people to develop our Local Area Special Educational Needs and Disabilities (SEND) Strategy. We would now like to hear from a bigger group of people across North Somerset about what they think of our plans for working together in the coming years. We have also worked together to come up with a Co-Production charter which explains how we will make sure parents, carers and children and young people are involved in decisions about services and plans. This is an exciting and important part of this strategy, and there is a chance to comment on this charter too.

Changes to Financial Assessment Processes for Adult Care

We are proposing some changes to a number of procedural arrangements for financial assessments, which will result in changes to client contributions for non-residential adult social care and support packages, including both managed services such as home care and non-managed services such as Direct Payments. On 7 January 2020 North Somerset Council formally withdrew from the JSP process and the Council will now prepare a new Local Plan for North Somerset covering strategic and non-strategic policies whilst continuing to work with neighbouring planning authorities and other bodies under the duty to cooperate. This presents a fresh start for the local plan and an opportunity to step back and reassess the strategic context and spatial strategy options for North Somerset. The Pre-commencement document is the notice of intent that a new Local Plan will be prepared for North Somerset for the period 2023 – 2038 and sets out its scope, methodology and programme.
