Citizens' Panel medium-term financial planning discussion groups

The Council is in the process of developing its medium-term financial plan and setting its budget for the financial year beginning 1 April 2021.

Like all Councils, we are in a challenging financial position. Even before the Coronavirus pandemic, we were facing growing pressures in relation to the demand for adult social care and protecting and supporting vulnerable children and young people and those with Special Educational Needs and Disabilities (SEND) as well as cost inflation and decreases in rental income.

The pandemic has also had a significant impact on our income and expenditure, with additional spending pressures to support businesses, residents and suppliers, and losses of income in many areas, including Council Tax and Business Rates as well as income from car parking, venues, and rents for example.

Alongside our revenue budget pressures, we also need to invest in our ICT and buildings assets and make commitments to new transport, development and education capital projects as well as spend money on projects and early intervention schemes designed to transform our services and achieve efficiency savings and benefits in the future. We also want to invest in the climate emergency agenda.

It is also important to note that central government is not able to provide us with any certainty about funding beyond a one-year financial settlement, which makes it difficult to plan for the medium term. As well as this, our low rates of Council Tax and overall funding from the government mean that we have less to spend per head than most other local authorities.

As part of this financial planning process, we are seeking to engage with residents in relation to a number of areas, which will have a significant impact on our future plans; these are:

  • Adult social care
  • Climate Emergency
  • Customer Services
  • Waste and recycling
  • Voluntary and community sector services

Members of the newly formed Citizens' Panel have been invited to take part in these themed discussion groups in order to generate ideas that could form part of our future plans. If you would like to take part there is still time to sign up to the Citizens' Panel and receive your invite.
