High Needs Provision Capital Allocations (HNPCA) for the 2022/23 and 2023/24 financial years

In March 2022 the Department for Education announced the High Needs Provision Capital Allocations (HNPCA) for the 2022/23 and 2023/24 financial years. HNPCA is paid to Local Authorities (LAs) to support the provision of places for children and young people (CYP) with special educational needs and disabilities (SEND) and those pupils requiring alternative provision (AP).

We are asking for support with our planned way forward and for offers of engagement and delivery from schools, MATs and other education delivery partners to create new or improved access to places for pupils with SEND within or attached to mainstream schools.  This feedback period lasts from Monday 5 September to Friday 23 September 2022.

Aim of this consultation • Share our plans for supporting capital changes locally to support children and young people in settings within or attached to mainstream schools
• Share how these changes can help us collectively to provide better facilities for our children and young people within the budgets available to us
• Encourage our local schools, academies and providers of education to sign up to having facilities on their sites and deliver new place opportunities
