Rights of Way Improvement Plan 2022

This consultation is now closed. For results contact the contact named in the following text. For the record, these are the consultation materials.

Welcome to this consultation

A right of way is a path that everyone has the legal right to use on foot and mobility scooter and sometimes using other modes of transport (e.g. horses, horse-drawn carriages, bicycles and sometimes other vehicles).

Public Rights of Way (PRoW) are a valuable resource for North Somerset residents and visitors alike, allowing access to the beauty and tranquillity of large parts of our countryside. The PRoW network provides a safe alternative to increasingly busy roads and lanes. They enable people to enjoy the outdoors and appreciate wildlife and the landscape whether on foot, by bike or by horse. They form part of everyday life for many, providing access to shops, workplaces, educational and health services as well as being a vital link to public transport.

Tell us what you think

Please read our draft Rights of Way Improvement Plan (RoWIP 2022) and tell us what you think, including about:

  • the objectives we have identified for improving the network,
  • the actions we plan to get there,
  • what we think various types of users of the network need.

Have we got it right and, if not, what might be missing?

Please let us know, using this accessible online questionnaire (closed) before 2pm on Friday 7 October 2022.

We are not routinely accepting responses by other methods (e.g. post, phone). However, if you require the information or questionnaire in another format, call us on 01934 427346 or email elaine.bowman@n-somerset.gov.uk.

You can answer as an individual or give the single official response on behalf of an organisation.

Project Information

Aim of this consultation We want to understand whether people agree with the objectives and action plan and whether people feel the user requirements as established for the first RoWIP are still accurate/appropriate.
Close Date 07 Oct 2022 14:00
Consultation Topic
  • Communities: including local partnerships, neighbourhoods, equalities, crime and anti-social behaviour
  • Culture and leisure: including libraries, tourism, the built-environment and heritage
  • Travel and transport: including public transport, active travel, traffic calming and major projects**
  • Policy: including new or changed council policies, strategies or regulations on any topic
Context for this consultation The Countryside and Rights of Way Act (the ‘CRoW’ Act) 2000 requires all highways authorities in England and Wales to publish a Rights of Way Improvement Plan (RoWIP) for their area. Our previous RoWIP expired in 2020 and the new version was delayed due to Covid but is now drafted and ready for public consideration.
The plan is a 10-year strategy document that will evaluate what the priorities are for the rights of way network, what users would like from the service, and how we can improve walking, equestrian and cycling opportunities for all.
