The HCA wishes to ensure that the rural housing needs are met within the District and
therefore welcomes the recognition for permitting affordable housing in these locations. We
have concerns however, with the policy test, which only allows schemes to be permitted if
they cannot be accommodated in an adjacent town or Service Village, as this may still lead to
an under provision of housing in the rural areas to meet the local needs (especially for
younger people).
