The HCA welcomes the recognition to meet rural affordable housing needs within the District,
and we broadly support the criteria which proposals must be assessed against. However,
whilst we support the involvement of Parish Councils in considering schemes, we are
concerned with the statutory weight to be given to Parish Councils in the determination of
applications where a need exists, given, a Parish Council may not necessarily agree to a
proposal which meets all planning policy requirements.
