Landscape Assessment is a very subjective art. There should only be a presumption against development on landscape grounds using national criteria such as National Parks, AONB, Maritime Parks, etc. Existing local definitions should not be taken into account when considering the suitability of sites for development. If a site is sustainable by reason of its proximity to existing, sustained and contained settlements, access to the public transport network and nearby provision of community facilities then development should not be prohibited on the grounds of local landscape designation.
