In terms of employment you have allocated 12.1 ha of employment development at Portishead, Clevedon, Nailsea. Whilst this is understandable in terms of increasing self containment I wonder how this accords with your approach to Green Belt/Greenfield development. If this is largely development on previously developed land, are there sufficient opportunities to ensure this is deliverable?

CS20: needs to be more sophisticated in establishing that development at WSM needs to be employment led, but that sw Bristol does not, this approach is consistent with bringing about the reduction in car-based commuting which is a basic plank of the strategy. Where appropriate, the quantified link between the numbers of jobs that have to have come forward for each home that is allowed has to be in the policy.

Locking Parklands was allocated for 25ha of employment development within the Replacement Local Plan, however St Modwen and the HCA believe that the site should be brought forward in a mixed use nature rather than single use blocks of development.

The SPD addressing Master Plan, Design Codes and Delivery Plan should be ready to be read in concert with these draft policies. The requirement for 1.5 B use class jobs per dwelling in addition to jobs from non-B uses is considered to be too high and should be replaced with a more achievable figure - say 1.0 in the absence of any futher evidence.

The Council's approach needs to now take into account the Government's latest planning policy and guidance set out in the recently published PPS4 : Planning for Sustainable Economic Growth. All economic development should be positively encouraged, the comments regarding the predominance of B uses in para 3.300 are flawed and the intended strategy fails to secure the greatest range of opportunities for economic development within the District.

Should incorporate para 3 of PPS4. Seams to wrongly imply that any development should be employment led. Should not have emphasis on B1 uses, a more flexible approach to employment development should be adopted, particularly in the W-s-M area. The prioritising of previously developed land may not be the most sustainable option. Sites should only be safeguarded if there is a realistic chance of them coming forward.

In all the stated categories regarding the broad location of employment development, a more flexible approach to economic development, in line with PPS4, should be promoted rather than the inclusion of restricting criteria as proposed. All job creating opportunities should be encouraged and accommodated, particularly in the Weston-super-Mare area. Otherwise there may actually be a disincentive in coming to the town.
