Whilst the HCA has a programme for Gypsy and Travellers, on this occasion the provision of
a site for Gypsy and Travellers within the Locking Parklands site would appear to be contrary
to the above mentioned policy objectives, and will not allow for the creation of a high quality

Due to their high vulnerability, caravan and mobile homes should not be permitted in Flood Zone 3 and should only be allowed in Flood Zone 2 following the Sequential and Exceptions tests. |

It does appear irrational that proposals for residential caravans occupied by Gypsies or Travellers or as a permanent base for Travelling Showpeople could be permitted in the Green Belt, but not affordable housing for the settled population. Amend policy wording to read '... will not be permitted in the Green Belt and elsewhere in very special circumstances only. Preference will be given ...'. This would produce a policy which fits better with other related Core Strategy policies. |

The provision of a Gypsy and Traveller site within a high quality employment environment or residential development such as Locking Parklands is likely to impact on values and undermine deliverability. Should Gypsy sites still be required within Weston we would seek to ensure that the provision be considered as part of the wider planning obligations process. Better sites exist than at Locking Parklands. |

This policy statement does not mention when taking potential sites into consideration, whether or not there is already a large population of Gypsy and Traveller people at a location. This policy could create pockets of social and economic deprivation in rural communities. The policy should aim to deliver strong and inclusive communities. |

We have some concerns about this paragraph which does seem to suggest that there is an alternative to site allocation to meet needs. Circular 1/2006 is clear that allocations must be made to meet identified needs. This paragraph should be amended to fully reflect Circular 1/2006. |

We have concerns that policy CS18 restricts itself to a commitment only to make provision identified to 2011. The policy should give a commitment to meeting needs post 2011 and to make allocations on the basis of a 3% compound growth rate whilst committing itself to take on board evidence coming forward from a new GTAA if and when it is produced. Unless this is done the core strategy will be internally inconsistent and will not be consistent with regional policy. |

Though welcome this statement does not go far enough. Monitoring should include net changes in numbers of permanent and transit pitches, pitches with temporary permission and unauthorised developments and encampments for Gypsies and Travellers. |

This policy is in a hopeless muddle. Some of the aims are contradictory and have proved to be undeliverable. The figures given in 3.280 do not take into account the fact that the Environment Agency has objected to planning permission being given to a site. The attitude of the council towards this community has been irresponsible with the aim of 'Delivering strong and inclusive communities'. The notion that 'Preference will be given to... expansion of existing sites' is totally unacceptable. |
