Reference to the creation of balanced and mixed communities is welcomed. The HCA
particularly supports the target of reducing an existing proliferation of one housing type within an area. Reference should also be made within the policy text to seek to stabilise housing affordability, and to meet the needs of a growing and changing population. A further consideration could be the recognition that new homes will be adaptable, and of a type, design and size, fit to meet future needs.

Housing for the elderly is important given the growing elderly population. The supply of bungalows falls well short of demand and should be considered in any development.

We do not agree that the restriction of one bedroom flats is appropriate. By delivering one bedroom flats, developers are only responding to the pent-up demand in the market and in any case a high level of flats should be expected in town centre locations. We urge the council to consider the guidance in PPS3 which states that developers should bring forward schemes that meet demand and Local Authorities should require strategic sites to reflect local housing need.
