We particularly support the inclusion of a requirement to protect and enhance biodiversity. This is an important element of climate change adaption in its own right and is also likely to bring benefits for communities, for example, through continued opportunity to enjoy natural spaces. |

The reference to enhancing areas to be resilient is good sense. Where engineering measures are concerned we recommend a presumption for "soft" solutions that work with natural systems and are generally more sustainable. |

Paragraph 3.14 on delivery explains that most opportunities to address climate change are where most new development is proposed. New development, of course, represents a small proportion of the total built environment. |

In respect of point 2) the words "delivered early in the development" should be deleted as this will be an unrealistic proposition in many instances due to viability considerations.
In respect of point 8) there should be greater flexibility than is implied by simply prioritising previously developed land in this way. |

Renewable energy technology is likely to become more affordable in future and we recommend the authority consider whether developments of fewer than 10 dwellings should be required to afford at least some consideration to renewable energy. |

the HCA. The HCA does however recommend that further cross reference is made to Policy CS2 which
includes the detailed requirements for realising the above principles. |
