Greater flexibility needs to be incorporated within the wording of the policy. The Council already knows that viability is a key issue particularly with the WUE. The requirements in items 2, 3 & 4 under this policy are demanding particularly in the light of the present economic circumstances.

The proposed allocations for 12000 new dwellings and about 10000 jobs centred on Weston-super-Mare are supported. The restrictions upon any strategic development taking place to the east of the M5 motorway and the reasoning for same in para 4.6 are not accepted.Land to the east of the M5 could play an important role in providing flexible opportunities for all types of economic development in line with the positive and proactive approach endorsed in PPS4 and its advice and policies.

The area of search to be the whole of North Somerset should be amended to say that with regard to the Service Villages it is the Service Village and its immediate environs and economic hinterland that is the relevant area of search. In respect of 2) any Council land so identified must have already been formally declared to be surplus and be genuinely available for purchase by private treaty.

The requirement for 82% : 18% split as proposed in the wording should be more flexible so as to permit a wider range of permutations. The proposed imposition of a financial contribution towards the provision of affordable housing on sites of less than 15 dwellings (or sites of less than 0.5 ha) is unreasonable.

Whilst the inclusion of the schemes under points 5) and 7) in particular is supported, there should be clearer statements about the prioritising of such schemes and how these are to be achieved. Given the significance of the Weston urban extension proposals, it is considered therefore that the schemes under the above mentioned points should be given high priority.

The proposed policy should be deleted as it is tantamount to introducing green belt restrictions in areas without the need to justify same in planning terms. Either the land is worthy of green belt status or else it remains countryside; the policy should be deleted.
