Developers can and should only be required to provide community infrastructure on a scale commensurate with the impact of the development. Any requirement beyond this level of provision would be unlawful in our view, planned urban extensions provide a greater critical mass which is needed to deliver and support the associated infrastructure and enhance self-containment.

We are also supportive of the Council protecting good quality community, sporting and recreation facilities. However, there may be occasions when lower quality facilities could be redeveloped for a greater set of community benefits, such as affordable housing.

St Modwen welcomes reference to facilities being provided in step with population growth on larger schemes. Whilst, the first phase of Locking Parklands will provide open space and facilities in excess of the policy requirements, we seek confirmation that requests for off site
contributions will be balanced against on site provision, to ensure that requests are fair and reasonable, and in accordance with Government Guidance.

Access to the village (Hutton) from leisure facilities not possible. The best and only way via the main approaches ie Winterstoke Road or helicopter museum (new road).
