All economic development should be positively encouraged, the comments regarding the predominance of B uses in para 3.300 are flawed and the intended strategy fails to secure the greatest range of opportunities for economic development within the District. In all the stated categories regarding the broad location of employment development, a more flexible approach to economic development, in line with PPS4, should be promoted rather than the inclusion of restricting criteria as proposed.

Gladman support the identification of Portishead as one of the locations for additional employment growth in order to reduce out-commuting and improving self containment with a priority for brownfield sites.

Should incorporate para 3 of PPS4. Seams to wrongly imply that any development should be employment led. Should not have emphasis on B1 uses, a more flexible approach to employment development should be adopted, particularly in the W-s-M area. The prioritising of previously developed land may not be the most sustainable option. Sites should only be safeguarded if there is a realistic chance of them coming forward.

The first paragraph of the policy appears to require any development in the whole of the District, as opposed to the Weston-super-Mare area only, to be employment-led. All job creating opportunities should be encouraged and accommodated, particularly in the Weston-super-Mare area.
