The scale of new housing for the District should identify land for meeting the RSS requirement of 26,750 additional units. Irrespective of the Council's political position in respect of the SWBUE there is no reasoned justification with regard to the planning considerations to be applied that support any reduction in the total number of dwellings to be provided in the District under this policy.

We were informed that further growth from Clevedon to Portishead (Area 1 in SFRA Level 2) was not going to occur as existing permissions and built developments achieved their housing figures. If additional housing is still required in this area NSC SFRA Level 2 will need to be updated to ensure there is sufficient technical evidence to support this growth area. NSC need to clarify its position.

The undersupply of housing is not in conformity with the Development Plan. No case has been made by the Council as to why, in respect of housing need and anticipated trajectories, no provision for the SWBUE is made. Furthermore, due to a failure by the Council to publish their Sustainability Appraisal, the social implications for failing to provide the SWBUE cannot be fully appreciated.

The removal of 9,000 dwelling urban extension at south west Bristol is not adequately justified. The approach adopted of not providing for this shortfall throughout the rest of the district is unviable. The viability of Clevedon, Nailsea and Portishead and the service villages is completely disregarded, leaving them to stagnate, unable to maintain the level of services needed.

The plan to build 9000 new homes on the edge of Weston, equivalent to a new town the size of Clevedon, does not make sense when the area is at real risk of flooding. In any event, the planned expansion is unsustainable.

You should identify land for 26,750 dwellings. No justification to delete 9,000 dwellings for SWBUE. Had no opportunity to critically examine data for land availability as at April 2009 . Reserve the right to do so and make subsequent reps. Approach of not providing for shortfalls (arising from not meeting full RSS requirement) elsewhere in district, and disregarding needs/viability of service villages through restrictive policies is flawed .
